VCTA Presents: The Importance of Protecting Prop. 13 Luncheon

Robert Gutierrez is the President and Chief Executive Officer of the California Taxpayers Association, the state’s oldest and largest organization representing taxpayers. He co-chairs Californians to Stop Higher Property Taxes (the campaign opposing the split-roll property tax that has qualified for the November 2020 ballot) and Fight for Prop 13 (a group formed to educate Californians about how the historic property tax reform initiative works, and what it means to property owners). He also is a member of the Advisory Board for the Franchise Tax Board, representing taxpayers in meetings with the income tax agencies leaders. In addition to being responsible for managing the CalTax staff of registered lobbyists, attorneys and researchers, Rob oversees the overall direction of the association. Rob joined CalTax in August 2009, and served as Director of State & Local Finance and Director of the California Tax Foundation, the nonprofit research organization founded by CalTax in 1980. He has completed extensive research on California tax policy, including property taxes, how taxes and fees are applied under Proposition 26, and legislative spending priorities. He assisted in the publishing of the second edition of California's Tax Machine: A History of Taxing and Spending in the Golden State. Rob holds a degree in political science from Westmont College in Santa Barbara.
