Upcoming pavement project to resurface Telegraph Road from Ashwood Avenue to Hill Road 

Ventura, Calif. — The City of Ventura will begin resurfacing Telegraph Road from Ashwood Avenue to Hill Road in late July 2025, with construction scheduled through January 2026. This much-anticipated project will rehabilitate approximately 690,000 square feet of roadway and is funded by the SB1 Gas Tax Road Repair and Accountability Act and Measure O, Ventura’s voter-approved local sales tax dedicated to essential community improvements. 

Construction will include pavement resurfacing, sidewalk and curb repairs, ADA-compliant curb ramp upgrades, pedestrian push button installations, and the replacement of traffic signs as needed. A new buffered bike lane will be added between Day Road and Hill Road to improve safety and connectivity for cyclists. The project also includes median improvements and drought-tolerant landscaping designed to reduce water use and create a clean, inviting streetscape. 

Work will generally occur Monday through Friday from 7:00 a.m. to 5:00 p.m., with potential night work between 9:00 p.m. and 6:00 a.m. near schools and high-traffic intersections. While lane closures and detours will be in place during construction, homes and businesses will remain accessible. Additional contractor notices and “No Parking” signs will be posted at least 72 hours in advance in affected areas. 

“The Telegraph Road corridor is one of Ventura’s busiest routes, serving neighborhoods, businesses, and schools,” said Public Works Director Charlie Ebeling. “We’re making much-needed improvements that will enhance safety, accessibility, and long-term sustainability for everyone who uses this road.” 

The project was awarded to Toro Enterprises, Inc., with a total bid amount of $5.85 million. Subcontractors include Greencoast Landscapes, Inc., responsible for tree removal and median landscaping, and California Professional Engineering, Inc., which will install pedestrian push buttons, loop detectors, and bicycle counters.
