Ventura, Calif. — The Ventura Police Officers’ Association (VPOA) proudly announces the 2025 Dee Dowell Memorial Scholarship Program, offering more than $7,000 in scholarships to students pursuing careers in law enforcement or public service. Applications are now open and must be submitted by 11:59 p.m. on Friday, June 6, 2025.
“For over two decades, this scholarship has honored the legacy of Sergeant Darlon ‘Dee’ Dowell by investing in the educational journeys of students committed to service,” said Corporal Joseph Metz, President of the VPOA. “We are proud to continue that tradition and help inspire the next generation of public safety professionals.”
Three scholarships will be awarded to students who demonstrate academic achievement, a strong commitment to their community, and a passion for public service. Awards may be used toward college tuition, books, or other related educational expenses.
To be eligible for the Dee Dowell Memorial Scholarship students must:
· Be entering their freshman through senior year in college
· Plan to pursue a course of study related to public service
· Be a Ventura resident, a graduate of a Ventura high school within the past three years, or a Ventura Police Department employee or their dependent
· Maintain a grade point average of 3.0 or better (on a 4.0 scale)
· Submit a resume of school and community activities, including a copy of transcripts through the most recent semester
· Submit a typed essay of 1,000 words or less on “Service: what it means to me”
· Provide one letter of recommendation from a public servant
Applications will be reviewed based on academic performance, community involvement, and financial need. Incomplete submissions will not be considered. Scholarship recipients will be announced in July 2025.
This scholarship honors Sergeant Darlon “Dee” Dowell, who tragically lost his life in the line of duty on August 7, 1978. He remains the only Ventura Police Officer to have made the ultimate sacrifice while serving the community.
